THE QUESTION

After the COVID-19 pandemic, the sources of income of public transport did not recover sufficiently to maintain the desired level of facilities. Hypercube was asked to manage the program for the transition compensation (transitievergoeding) scheme 2023 and to be available as a financial advisor within the Public Transport & Railways directorate.

HYPERCUBE’S WORK
  • Advising on and describing measures for policy to ensure sufficient and safe public transport. In particular on affordability. From both the government and client perspective and from the perspective of the traveler (including ticketing).
  • Remain point of contact for the sector regarding the availability and transition compensation schemes and the implementation of the Bikker motions (applies to maintain and improve public transport) and Krul (compensation for carriers for the deterioration of the student travel right contract). Supervise the implementation and contribute to its evaluation.
  • The consideration period for the availability compensation monitor has also been extended by one year.
  • Creating a national public transport monitor for the Public Transport & Railways management and the National Public Transport Council (Nationaal Openbaar Vervoerberaad), data-driven policy making.
RESULTS AND FUTURE

The subsidies under the transition compensation scheme 2023 (and motions Bikker and Krul) have been awarded but still need to be accounted for and established. In consultation with the sector, a plan of approach is being developed for a national public transport monitor.
