THE QUESTION
During the COVID-19 pandemic, the government wanted public transport companies to continue to provide the most complete service possible. Because the revenue from sales to passengers was lower, additional subsidies were needed. The availability compensation scheme (beschikbaarheidsvergoeding openbaar vervoer) was set up in 2020 and continued in an adapted form in 2021 and 2022. The ministry sought expertise that could support them with this dossier.
HYPERCUBE’S WORK
Hypercube contributed to the development and implementation of the availability compensation schemes. Part of this was the development and maintenance of a monitoring program that provided insight into the financial situation of public transport, the changes in the timetable and the impact thereof from the perspective of the traveler.
RESULTS
The subsidies for the period 2020 to 2022 have now been accounted for and established. The advisory relationship with I&W was continued. The financial position of public transport remained the core. The transition compensation scheme 2023 would follow, as would the elaboration of the Bikker motion to maintain regional public transport at the same level in 2024 and to prevent fare increases.
