GUIDANCE MINISTRY OF INFRASTRUCTURE AND WATER MANAGEMENT ON AVAILABILITY FEE

2020-present

THE QUESTION

In order to ensure that public transport maintains the level of service during the corona measures, additional subsidy was needed from the Ministry of Infrastructure and Water Management. The availability compensation scheme (beschikbaarheidsvergoeding) was set up in 2020 and continued in an adapted form in subsequent years. The ministry was looking for expertise that could support them in this file.

HYPERCUBE’S WORK

Hypercube contributed to the development and implementation of the schemes. In addition, a monitoring program was built and maintained that provided insight into the financial situation of public transport and changes in the timetables.

RESULTS AND FUTURE

Hypercube has an advisory relationship with the ministry about what is needed to maintain sufficient public transport facilities, its financing and affordability for travelers.

The monitor is expanded with insights from the traveler’s perspective that presents the impact of various measures for travelers.

Given their responsibility, the ministry wants to maintain a monitor.
