THE QUESTION

Partly in view of the developments in new payment methods and new product possibilities, the province of North Brabant, together with its current carriers Arriva and Hermes, wanted to renew the Brabant tariff structure. They asked Hypercube to guide this process and to make the necessary analyses and calculations.

HYPERCUBE’S WORK

Initially, we conducted an extensive market scan based on all usage transactions in the region to map the characteristics of public transport. Based on this, the scenario tool was used to gain insight into the impact of various tariff measures, such as automatic off-peak discounts and replacing free travel subscriptions with caps. The upcoming changes in the national tariff framework, in particular the abolition of the 34% discount for seniors, were also included. Both the revenues for the carriers involved and the financial consequences for the (various groups of) travelers were examined here.

RESULT

The result is a new tariff structure for North Brabant established by the province. In it, free travel subscriptions have been replaced by monthly caps. The expectation is that this, in combination with upcoming changes in the national tariff framework, can be introduced in a revenue-neutral manner. A monitor will keep an eye on this in the coming years. Corrections and compensations will take place where necessary.
